a) Alternatives: The need for the culvert replacement was identified due to the poor condition of the existing culvert, which is posing a safety risk to the stability of the roadway above. Three alternatives were considered: a cast-in-place concrete rigid frame bridge, a cast-in-place concrete slab on steel I-girder bridge, and a three-sided precast concrete culvert. The three-sided precast concrete culvert was chosen as the best alternative. Most other road crossing alternatives were screened out due to cost, feasibility to construct, and the need to provide an open-bottom structure due to the presence of Redside Dace. Structures of this culvert type can be expected to last up to 75 years with proper maintenance. The open-bottom three-sided precast culvert will minimize the duration of in-water work, reduce formwork requirements in the watercourse, and simplify the construction process. Impacts to species at risk located at the project site will therefore be minimized. However, a fish salvage would be required for this project regardless of the final crossing design. Flow diversion during construction is required. Bypass pumping instead of using a diversion channel was chosen to decrease the length of time in-water and to substantially decrease the disturbance to the existing riparian habitat. b) Measures to minimize impact: The project will minimize impacts of the activity through installation of sheet pile coffer dams, fish-screened bypass pumps, fish relocation during dewatering, and the installation of silt fencing and other erosion and sediment controls. Construction will occur during the appropriate timing window of July 1-September 15 to avoid impacts to Redside Dace spawning and nesting activities. The fish relocation will be completed by wildlife ecologists with demonstrated experience with fish rescues and training in fish species identification and safe handling methods. A riffle feature will be added downstream of the proposed culvert, and a culvert pool along the inlet will be constructed. Brush layers will be installed along the banks of the watercourse to improve riparian habitat. c) Effects on survival and recovery: Impacts are temporary, and mitigation will reduce or eliminate most risks to Redside Dace. The conversion from a closed-bottom structure to an open-bottom structure and the implementation of habitat features will provide an overall benefit to the species.
