Notice is hereby given that pursuant to the provisions of section 73 of the Species at Risk Act permit no. 17-PCAA-00003 is issued.
Scientific research for the conservation of the species
Objectives are to determine the distribution and habitat preferences of both native and non-native benthic fish species from southern Lake Huron through western Lake Erie (including St. Clair River, Lake St. Clair, and Detroit River). Focus will be on the fish response to habitat enhancement projects constructed in the Detroit River (Fighting Island Reef and Grassy Island Reef) and St. Clair Rivers (Hart's Light Reef and Algonac Reef) and two naturally occurring reefs, (one located near Peche Island in the headwaters of the Detroit River and one at the Blue Water Bridge in the headwaters of the St. Clair River). Also, fish communities will be monitored with multiple gear types for the purpose of detecting non-native fish species that have not yet become established within the Great Lakes. These surveys will occur in the St. Clair-Detroit River system along with the St. Marys River and northern Lake Huron.

a) Alternatives: The gears chosen for this project are the desired and optimal gears for the purpose of research and monitoring of fish. The methods outlined have proven very effective at collecting benthic species in deep water habitats like the Detroit and St. Clair rivers with little or no disturbance to the habitat. Negative impacts to Northern Madtom or Channel Darter are not anticipated as a result of this work. b) Measures to minimize impact: Disturbance to all fish that encountered is limited by collecting and releasing the fish at the locations where they are captured with the shortest amount of handling time. The anticipated disturbances will be low for all gear types and both species. The minnow traps, fyke nets, gill nets, and electrofishing will have very little impact on the habitats of Northern Madtom and Channel Darter. Since bottom trawl surveys won't be conducted in areas with large amounts of rock material (due to snagging), it is expected that trawl surveys will only have a minimal impact on any habitat used by Northern Madtom (rocky substrate). c) Effects on survival and recovery: The project will not jeopardize the survival or recovery of the species at risk encountered in this project. Few or no mortalities are anticipated and no habitat is expected to be impacted as a result of the proposed activities.
